This may sound stupid...because I am not as learned as you both are...but perhaps "Jacob" refers to those that truly belong to Him in heart whereas "Israel" is those that belong to Him in name only....

Sis, nothing you say sounds stupid! Learned!! O-M-G! brother Gregg and me! Learned! 

I think brother might agree that we are not all that learned above and beyond any, in fact I know brother has said or either I just imagined he did  many times "empty head" is better!
