That's liquefaction.   It occurs during earthquakes when the water table rises in porous low density land filled areas reclaimed from former bay areas that have been filled in for urban expansion.  San Francisco will be prone to this phenomenon.  It's like building a house on quicksand.

wow...thanks for that video...remembers we of the "great fountains of the deep" in the bible...kind of helps with the idea of the world wide flood...
